Ted Rubin was born in Harrisburg, Penn. and received his law degree (JD) from Depaul University. He moved to Colo. in 1960 and in 1964 was elected to the Colorado House of Representatives serving two terms. Rubin was then elected a judge to the Denver Juvenile Court in 1964 and played a major role in the development of the Colo. Children's Code.
